David Perry, who works at a local shipyard in Chesapeake, Virginia, decided to give a Virginia Lottery scratch-off another try. While visiting the Dunedin Food Mart, he picked up a Power Payout Multiplier ticket.
Instead of waiting to get home, Perry scratched the ticket right there in the parking lot — and that’s when the moment hit.

“I was shocked,” Perry told Virginia Lottery officials. “I couldn’t stop smiling.”
